This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES:
The Sr. Field Engineer assists in the management of the day-to-day operations of the Communication and Signals (C&S) Department. This includes focusing on safe work practices, FRA mandated compliance testing, maintenance, and repairs. Daily tasks will include responsibilities in both the office and the field in all types of weather conditions to support a 24/7 operation.


ESSENTIAL FUNCTIONS:

  • Ensures safe work practices are adhered to and Amtrak policies and procedures are enforced.
  • Directs the C&S department's resources and responsibilities for all FRA inspection and maintenance activities within the territory.
  • Ensures regulatory inspections are compliant with Amtrak policies and the FRA CFR.
  • Expert level knowledge and experience in all facets of Signal inspection, maintenance, and construction including but not limited to the installation of new Signal construction, micro lock conversion and supporting new track infrastructure projects. Observes field activities to ensure conformance with safety protocols.
  • Participates in the planning and implementation of both maintenance and state of good repair programs for the C&S Department.
  • Communicates with the system design office and provides technical support in the field for all maintenance and construction activities.
  • Remains available 24/7 to respond to Infrastructure needs, service disruptions, investigations, and discipline.
  • Participates in Amtrak's audit processes.
  • Must have knowledge of current collective bargaining agreements (ARASA and BRS).

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Engineering, Construction Management or equivalent work experience and training in position of similar capacity with a minimum of 3years' experience.
  • In lieu of education, a minimum of 7 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Must be qualified in: Amtrak's RWP, NORAC, AMT2, AMT 23/ 27.
  • Demonstrated leadership experience and ability to interface with all levels of employees, and external and internal customers.
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures.
  • Demonstrated knowledge of project management including scheduling, budgeting, estimating, and coordinating efforts with other technical disciplines.
  • Must be proficient with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Must have a valid driver's license.

MINIMUM KSA (Knowledge, Skills and Abilities):

  • Must possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Must have a strong Safety Focus.
  • Must be able to work effectively with internal and external stakeholders.
  • Must be able to work under tight time constraints, pressure, and multiple priorities.
  • Must have excellent written and oral communication skills.


PREFERRED QUALIFICATIONS:

  • Master's Degree in Engineering, Construction Management or equivalent work experience and training in position of similar capacity with a minimum of 6years' experience.
  • In lieu of education, a minimum of 10years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Licensed Professional Engineer or ability to acquire.


WORK ENVIRONMENT:

  • Combination of Office and field (primary) environment.
  • This position is subject to respond to emergencies in all weather conditions 24/7.
  • Must be able to respond to infrastructure needs across the entire subdivision.


COMMUNICATIONS AND INTERPERSONAL SKILLS:Must have excellent oral and written communication skills.

The salary/hourly range is$100,000 - $110,408 for the Field Electrical Engineer position and $115,000 - $126,969 for the Sr Field Electrical Engineer position.Payis based on several factors including but not limited to education, work experience,certifications,internal equity,etc. Depending on an employee's assigned worksite orlocation, Amtrak may consider a geo-pay differential to be applied to the employee's basesalary. Amtrak may offer additional incentive and pay programs to recognize and rewardour employees, including a short-term incentive bonus based upon factors such as individualand company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
