Harkcon requires an exceptional candidate to fill a Business Systems Analyst position supporting the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90) Office of the Chief of Staff

NA-90 works to maintain, operate, and modernize NNSA infrastructure to enable program results. NNSA’s infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE requires a Business Systems Analyst to support the NA-90 Office of Chief of Staff. The position requires experience with Jira software, SharePoint, eazyBI dashboard, and business operations. 

The Business Systems Analyst will work closely with the Office of Chief of Staff team to gain an understanding of NA-90's operations and the Business Management System (BMS) that uses Jira software. The Business Systems Analyst will then work with Product Owners in each of NA-90’s sub-offices to implement and improve the BMS. This will consist of developing and socializing BMS policy, plans, and procedures. The Business Systems Analyst will help identify existing processes and systems that align with a plan-do-check-adjust cycle. The Analyst will also serve as the point person to liaison with NNSA IT personnel on NA-90 IT matters and will support the standup of the SharePoint document sharing infrastructure and processes.

The Business Systems Analyst should have strong data integration skills and be able to understand the data architecture of the BMS and other NA-90 systems such its G2 program management system. The Business Systems Analyst should be a creative and adaptable individual who is a strong communicator, shows initiative, brings forth innovative ideas and solutions, and works well in diverse teams.

Essential functions include

• Assess NA-90 operations and processes to implement and enhance the organization BMS
• Identify existing processes and systems that align with plan-do-check cycle
• Support analyses for NA-90 programs and key deliverables
• Learn the data architecture of the BMS and support the seamless integration of data sources from other NA-90 systems (e.g., G2 program management system)
• Understand and consider NA-90 systems development roadmaps and consider these for BMS work
• Apply agile methodologies to data integration projects
• Provide Jira administration support to help with managing projects, continuous data integrity reviews, service desk, and dashboard maintenance
• Responsible for creating and organizing new projects, configuring the layout, design, and workflows in Jira
• Responsible for performing user and group administration on Jira
• Responsible for writing complex JQL queries and calculated formulas for filters, reports, and eazyBI dashboards for the stakeholders
• Compile NA-90 IT issues and serve as liaison with NNSA IT personnel on corrective actions
• Support the development and standup of SharePoint infrastructure and processes
• Collaborates with stakeholders for requirements gathering and translating the results into Jira Projects
• Support the development of reports and briefings
• Support other Office of Chief of Staff functions such as coordination of program documents, data collection, and program analysis
• All other duties as assigned

MINIMUM QUALIFICATIONS

• College graduate Bachelor’s degree
• At least 2 years’ related experience
• Prior experience standing up and implementing business or quality management systems for organizations
• Strong Atlassian’s Jira skills and experience using Jira and eazyBI in prior positions
• Strong data integration skills and ability to learn system architectures as they apply to data integration
• Significant interest in data analytics and experience in data analytics with the Jira application
• Knowledge and experience with agile methodologies as applied to data integration projects
• Excellent attention to detail
• Strong project management skills
• Prior quality analysis experience
• Excellent team player 
• Strong communication skills
• Customer service experience 
• Adaptable and willing to work in a fast paced, hard-working office
• Ability to obtain and maintain a DOE L or Q security clearance (requires U.S. citizenship)

PREFERRED QUALIFICATIONS

• Lean-agile methodology knowledge and experience
• Statistical analysis skills
• Prior familiarity with or experience working federal government programs
• Experience with programs that involve facilities and infrastructure
• Familiarity with NNSA M&O model
• Experience briefing technical subjects to non-technical audiences
• Master’s degree in related field
